If you are planning to establish or upgrade an Eye Care Center in Bagmati Province, your facility must now comply with the detailed criteria set out in this government notice. The regulation focuses on improving quality, safety, accessibility, and accountability across eye care services.

Standards Related to Approval for Specialized Service Providing Hospitals/Treatment Centers/Clinics, Service Expansion, Branch Expansion, Relocation, Renewal, and Upgradation

A. General Eye Care Center

An eye treatment center should be able to manage common ocular disorders. It should provide services such as vision test, refraction and optical dispensing, spectacle prescription and distribution, intraocular pressure (IOP) measurement, eye irrigation (syringing), removal of foreign bodies, and basic medication and spectacle services.

6. Arrangement for Emergency Medicines
7. Clean Drinking Water Facility
8. Waste Disposal System

B. Minimum Required Equipment

  1. Slit Lamp
  2. Direct Ophthalmoscope
  3. Retinoscope
  4. Schiotz Tonometer

  5. Optivisor

  6. Color Vision Chart

  7. 90 D Lens

  8. Trial Lens Set

  9. Trial Frame (Adult and Child)

  10. Edging Machine

  11. CR Cutter Machine

  12. Vision Drum/Chart

  13. Lensometer

  14. Autoclave

  15. Foreign Body (FB) Removal Set

  16. Minor Table Light

  17. Syringing Set

  18. BP Set

  19. Stethoscope

 

C. Minimum Required Human Resources

1. Ophthalmologist-As per requirement
2. Optometrist/Ophthalmic Assistant 
3. Eye Health Worker/Optical Assistant- As per requirement
4. Office Assistant/Cleaner-As per requirement

D. Other Standards

  1. System for referring cases requiring extended treatment to appropriate treatment centers
  2. Provision for telemedicine technology-based ophthalmology consultation.
  3. Proper management of infection prevention and control

B. Surgical Eye Care Center

A surgical eye care center (Surgical Center) should operate at a specified time under the supervision of a specialist team based in a BASE hospital. Along with ophthalmologist, it must have the required workforce for eye treatment. In addition to surgery, general eye care services should also be available. Moreover, the center must provide care to referred patients from other eye treatment centers and peripheral health facilities.

C. Secondary Level Eye Hospital

A secondary level eye hospital should have at least one ophthalmologist and should regularly provide eye examination, cataract surgery, and Emergency services. The hospital should also have arrangements for pharmacy, Optical, Basic pathology and microbiology lab services.
